Step Two: Go to https://www.microsoft.com/en-au/software.../windows10.
Step Three: Choose Create USB files.
Step Four: Allow the download to finish.
Step Five: Insert the USB into your new PC.
Step Six: Begin installation.

I can't display images directly. However, you can search for "bootable usb image" on a search engine to find pictures or download links.

I applied the method to install W10 on a brand-new hard drive entirely. I bypassed the activation screen and, when I accessed the settings menu, it confirmed activation without needing any key.
