The video appears to match the description in the original post. A frame rate near 60 fps is typical. It's unclear exactly what you're aiming for, but a better CPU might improve performance.

There are no delays at all. I've run on a GTX 1060 3GB and an older i5 for more than 100 hours in R6S without any problems.

So you're suggesting that an i7 3770 would not increase performance in any way?
Also that's never true. Something is always bottlenecking something else, to build a perfectly balanced system is impossible. Yes, both CPU and GPU usage percentages are in the high nineties, but it says nothing about ram, or any other factors. However nitpicky and technical, something is being held back.

Just because nothing "bad" happened and you didn't have any issues doesn't mean there's no bottleneck. A bottleneck doesn't cause a problem all the time, it just means something is not able to reach its potential.

It's obvious the 3GB is visible in the top left corner. I haven't encountered any slowdowns or performance problems in R6S with an i5/1060 running at 3GB without any overclocking. The video also confirms it's stock with no overclocking applied.

Rainbow Six Siege itself reflects this situation. The 50 frame rate often occurs indoors. Upgrading would simply increase your FPS to 60-100 or 70-110 instead of the current 50-90.

In your NVidia control panel, is your GPU set to prioritize maximum performance?
Do you have dual channel RAM installed?
Have you turned off in-game overlays from Steam, UPlay, or other clients?
Are you disabling numerous background settings on Windows 10?

There are several ways to boost FPS in R6S. Upgrading isn't necessary unless you need the highest possible settings.
