I own an AMD FX 8320 with 3.5 GHz, from 2012 – it’s clear upgrading is needed. With an MSI GTX 970, ASRock 990FX Extreme 9, and a 850W Corsair PSU, you’re already set but still outdated. Budget seems tight, only about 120 USD available right now.
I enjoy playing video games and streaming on Twitch, but I’m not sure how to turn this into a content creator since my PC isn’t up to the task.

It’s really not enough to accomplish much right now. Begin saving some funds. You’ll likely need around $300 to consider upgrading to something better.

The Ryzen performance should significantly improve based on tests. It could even double the results. With the AM4 design, selling this processor would yield a much higher value over time, especially with additional funds.
