You're wondering if the "out of memory" warning is related to your RAM. It could be a sign of insufficient RAM, especially if you're running resource-heavy games or many Chrome tabs. Your specs (2x4GB DDR4 at 2666/3000 MHz) are decent, but whether it's an issue depends on your usage.
PS: It sounds like you don't have much of a pagefile. (If you don't know, the pagefile is something the OS reserves on your hard drive for when you run out of physical memory -- it'll use the pagefile space instead. This is considerably slower, fyi, but at least you won't hit a brick wall of an error message).
