Have you experimented with different titles (moving them to your SSD)? From what I've heard (without playing myself), RDR2 can be quite demanding on the CPU because of reported poor optimization—this might play a big role on older Ryzen processors (Zen, Zen+ like yours). The first image you shared indicates 95% CPU usage, which is uncommon in gaming; 40-60% is typical for modern games and solid CPUs.

It also occurs in Rainbow Six Siege, Apex Legends, and Red Dead Redemption 2. That's what I played once the stuttering began. I only attempted to move R6S to my SSD since there wasn't enough room on it for Apex or RDR2.

I saved PUBG on my HDD first, but it slowed down. After switching to an SSD, the issue persisted. It seems the R6S model might have been a bit of a fluke.
