This effect occurs when you hover over buffed cards; the scroll-like blue indicator beneath them may flicker a couple of lines up or down based on their size. It seems to be unique to your interaction with those buffed cards.
Restart the device or tablet. Try reinstalling the game. Check if your graphics card is compatible. If not, see if enabling software rendering in settings helps. Verify if the computer is overheating before proceeding. Otherwise, consider ignoring the issue.
It's tough to see clearly—really didn't manage much—card was at 45 degrees Celsius.
