Vsync is meant to restrict frames per second to match your monitor's refresh rate. For a 60Hz display, it should cap FPS at 60. Mantle offers a way to extract better performance from AMD GPUs than DirectX does in the same game.

Maybe the overlay doesn't work well with Mantle and isn't showing your frame rates accurately.
