It means the GPU can handle tasks without being limited by other parts of the setup. If the CPU is slow, the card won't be considered performing well.

Without a CPU slowdown, I believe a 660 can still reliably score a solid 60 in CS:GO even when all settings are at their maximum, including AA.

It's fine, your 750Ti works just as well; you don't need to push it beyond what's necessary.
