My initial reaction was yes, it seems feasible—it often occurs during deathmatches, where I eliminate them multiple times before they retaliate. Yet, it shouldn’t work in competitive or casual settings, which makes me lean toward saying he’s cheating. If it were obvious, it would be a clear cheat. Cheaters usually act more discreetly by occasionally using wallhacks or making aimbots appear accidental, or even more obviously by exploiting nitchets. This is unusual because anyone who consistently shoots him and gets hit can easily spot the issue and capture proof.
