If Windows doesn't boot several times, it will bring you there. You can also press the shift key during restart to reach the recovery manager.

I attempted this, but the choice to remove just certain folders or clear everything didn<|pad|>. Now I’m stuck with my MSI mobo wallpaper that still shows a small loading circle.
