Is your network sharing an IP address with other users through your provider? If yes, a VPS would likely be the best option for hosting such services.

You'd only require a computer and an internet link. A VPS would be placed in the provider's server room. You'd charge based on the level of service you choose, and you'd get full control over the virtual machine created for you.
