It's typical for that i7 5960X to perform well around 4.7GHz, usually between 1.3 to 1.32v, and reaching about 4.5 at lower voltages—quite solid for those processors. I believe it likely reached its maximum stability at around 4.9 with HT disabled and high voltages, though it didn't remain stable in BIOS. Certain chips hit a performance ceiling and won't increase further, even if they manage slightly less overclocking.
