If I were you, just start with the CPU and GPU coolers. Try booting and check if the fans come on individually through their headers. For extra connections, use splitters from a 1-pin connector to a 2-pin one. That works just fine. If you need more fans from a single header, get a hub and spend about ten dollars.
Uncertain about the term you're using for a PWM cable. If it's a four-pin fan power cable, it seems you're overloading the motherboard fan header. Typically, fan headers can handle up to three fans. It's likely none of the fans are connected to the CPU cooler. Consider removing all five fans from the motherboard and then restarting the system. If the PSU and CPU cooler fans start spinning, even briefly, the PSU should function properly. If that succeeds, connect each Apeva fan via a Molex connector to the PSU. If successful, add one CM fan to the header and continue adding fans in sequence.
