You can use Paint.NET (http://www.getpaint.net) to open the imported file. It's a free tool that's user-friendly for beginners, though GIMP is also available but might feel more complex. The top choice for map creation would be ArcGIS, though it might exceed your requirements. Inkscape works well for this task. If you have the full Office suite, MS Publisher is a solid option. Gimp is useful, but scaling problems can make it difficult for reports or presentations.
