Check your PC specifications again. The graphics card you just bought is working, but some games still show stuttering. You mentioned issues with micro-stutters during movement and even a noticeable lag in certain titles like Days Gone. It seems you're wondering if the problem lies with the GPU itself or if the game software isn't properly optimized for your AMD i9 9900K and RX 6700 X.

Checking compatibility for PC-only titles on Steam is possible. Running them on PCs that aren't originally designed for it can work if the game supports it.

I own Days Gone on Steam and experience stuttering while biking. The Yakuza Like a dragon version on PC Xbox Gamepass runs smoothly, but it stutters during movement but not combat. I just checked recently on PUBG Steam and everything works. Could the stutter in those two games simply be due to poor optimization?

Gamepass offers a PC version of games, sometimes with better updates than the Steam edition.

It's possible your i9 9900kf could slow down the RX 6700xt due to bottlenecks.

I question this. Likely it will lag at 1080p, but as long as your refresh rate is in fps, you should be okay.

For better performance, you might consider reducing the refresh rate on your second monitor to match your main display's 240Hz.

Start the afterburner and monitor CPU and GPU usage. Then you'll see your result. Also verify HDD utilization. I've noticed some older consoles behave oddly with fast storage.

I encountered an issue specifically with VSync.

This seems unusual. Are you seeing no response from any of your GPUs despite having them? I recall my 1660 GPU had MHz readings—now it doesn’t! Do you have any guides to resolve this issue?
