If you're referring to a phone, just perform a factory reset, reinstall the operating system and security updates first, then your apps.
For a computer, remove partitions, reformat, reinstall everything.
Always back up your data before proceeding! Do your own research.
EDIT: BOI WILL GEE SHUCKS! Reading "reg cleaner" just reminded me I thought those things were needed on WIN XP Pro and I bought some CD product from Circuit City pre 2004 ish.
