It happened previously and things turned wrong, so I just set up Windows again. It wasn’t using the latest version yet, but now it works after playing for a while.

This appears to be a solution for underclocking. It works with AMD cards as well.

Consider giving it another shot; the underclocking might have been a solution discussed on the Rockstars forum and could be worth trying again.
