Upgrading from Windows 7 or 8 to Windows 10 and then removing the old license would allow you to reinstall Windows 10 on a fresh device, provided you keep the new activation key. Deactivating the previous key won’t prevent a successful reinstall unless you re-enter it correctly during setup.

We’re still figuring it out. My guess is you’ll need to contact Microsoft to move your activation before reformatting, and they might even provide a genuine CD key.
