That’s a positive sign, though it can be tricky to identify if it’s a cooked I/O chip.
Disconnect the battery, remove the CMOS cell, then connect the clear jumper with a block or screwdriver (or use the built-in jumper if available), then put it back together. If it doesn’t power up, you’ve damaged it. How did you connect a fan to the TPM header? The header doesn’t resemble a fan connector at all. Why did you attempt to power anything on it while it was on?
