I used the old Dell laptop that I couldn’t locate a charger for, so I replaced it with a working one. Now it won’t start properly.

It seems like the game might be rotating or spinning, possibly related to a fanspin or drive issue.

Inspect chassis intrusion switches and secure them (possibly using tape). Triggering them can prevent booting in some laptops.

Do you notice any fan spin or a screen? The system should still provide output even when the chassis intrusion is activated. If nothing appears, it suggests more serious issues beyond chassis switches. To locate the intrusion switches, search for tiny components on the motherboard. Alternatively, you can reassemble the device.
