Hello everyone! The issue you're experiencing is not unusual. On a 5-year-old PC, especially with older drivers, it's common for the desktop shortcut menu to lag when right-clicking. Reinstalling Windows 11 didn't resolve it, so there might be deeper system-related problems. Check if your hardware supports modern features or consider updating drivers. Let me know if you need further help!

An alternative approach could involve using nilesoft shell: https://nilesoft.org/. The reason for the delay on 11 might be that Steam needs time to wake up. - This issue seems to occur with other programs as well, not just Steam shortcuts.

Also, does your boot disk support solid-state storage or traditional spinning disks? If the application or operating system runs on a hard drive, it’s likely just causing typical delays.

The storage device is an SSD, and it functions identically after a right-click on "This PC."
