There is a device that lets you plug that into a wall plug and get a ethernet jack. Is the router not in your room?

If he connects Coax, I suggest trying MoCA first rather than Powerline. Their performance is inconsistent depending on home wiring.

However, recently providers have increased their prices significantly, leading to many customers leaving, with over 120k lost just last year.

If he can find that they do connect at a central location where the Ethernet is more accessible I'm suggesting a Coax to Ethernet media converter. One on both ends and there you go. If he already has Internet no need to re route coax up to his room or pay for a second service line.
