I have tried using malware bytes but received no results. My PSU is an MSI MEG A1300P 1300W 80+ Platinum PCIe5.

I've tested various monitors, but the issue persists. I'm really frustrated after investing $6k in a PC; it keeps micro-stuttering in every game and even occasionally in Windows.

I see your concern.
Attempt a different approach: detach the GPU, employ the built-in video controller (7000-series models include this). With the AMD iGPU, does the outcome shift?
Goal is to pinpoint the issue.
