Alright, so I did clear the CMOS. It didn't help. Nope, just to clarify - the PC got slower before I uninstalled that. It was just some driver for the RGB lighting for my GPU. Doubt it was useful in anyway. I'll check that out and report back, but from what I can remember there aren't any things like this there. ---- I've booted into Safe Mode again, and while it's still incredibly slow (almost no CPU and memory usage though!) the Crystal Disk Mark speeds of my SSD are back to normal. Yet on normal Windows boot they're considerably slower. This would mean it's might just not be the motherboard after all. And neither it is the SSD. What the hell is going on here? Again, I did SFC and DISM and they found no errors. However, I've noticed that the PC is a lot faster in Safe mode.
It doesn't display any unusual disk activity during normal startup. The situation might point to a hardware or driver problem.
Interestingly, the issue persists despite some improvements. I've managed a slight boost in speed by restarting Windows Update, but I'm running out of creative solutions.

I’d consider saving the drive’s data just in case. It seems like it could be providing extra alerts before failure occurs. SSDs may slow down noticeably if written to close to full capacity. Another thought is the drive might be operating at half speed—maybe the data cable is restricting performance. The motherboard manual mentions SATA 6.0Gbps support, which makes me wonder if the MX500 actually does that. I’m curious if the new cable you used supports 6.0Gbps, even though you said it’s a replacement. I’ve noticed some boards restrict certain ports or PCIe speeds under specific conditions; perhaps checking the manual for details would help. The visual artifacts on the screen hint at a GPU problem, but it’s possible these are separate issues. A PSU might be contributing to both problems. I've made some updates to Windows Update and now the SSD operates at roughly three-quarters its normal speed. It's still not performing well, and there are still problems during boot and shutdown. I'm pretty sure the issue lies with a faulty driver. I discovered an xbootmgr command that can show how quickly drivers load, helping identify the slow one. It seems to interfere with USB devices, but the information is outdated. Anyone know if others have used it?
I resolved it (probably). It turned out to be an old driver with loading problems. Specifically, the uim_um.sys file wouldn't load. To address that issue, I removed it from the Windows/system32/drivers folder and also deleted its registry entries (using Ctrl+F to find "uim_um" and delete it). For others, I checked the boot log in msconfig, reviewed ntbtlog.txt on the boot drive, and found entries indicating problems like BOOTLOG_NOT_LOADED and dxgkrnl. Each entry suggested a different fix, but in my case, simply deleting it fixed it. Just search online for more details. Thanks everyone, I hope everything works smoothly now.
