When I power on my PC, the CPU indicator lights up and occasionally the DRAM light too. It seems more likely the motherboard is the issue rather than the RAM or CPU itself. I've already tried using just one RAM stick, checked all RAM slots, re-seeded the CPU, and updated the BIOS to the latest version.

How long have you been managing the board? Did you purchase parts previously or are they brand new? Has it functioned properly before, and are there recent problems following an upgrade or similar change?

I purchased every part for the project, but none were installed. It hasn’t even been loaded into the BIOS yet.

You might want to refresh the BIOS, but verify the warranty first.

Read the instructions again. Also OP, give it a few minutes before trying to reset. It might freeze in learning or flashing mode, so it needs to clear out—especially after a BIOS update. Also, confirm the cooler is securely fastened tightly; make sure they’re snug in the plate, as stock coolers can move slightly.
