Has your CPU or motherboard freezing unexpectedly during startup?
I've been using my rig for a couple of years now, but lately it's acting oddly. The setup includes an EVGA RTX 2080 i7 9700k Gigabyte Z390 Aorus Pro (no Wi-Fi), Corsair Vengeance DDR4-2400 with two 8GB dual channels, and a 700W PSU. When the machine starts, both case and GPU fans spin at full speed, yet it won't boot. I have to turn off the power supply or hold the power button until it shuts down completely. After that, pressing the power button again lets it boot normally. I've tried many fixes—reinstalling the GPU, resetting CMOS with a jumper, draining the PC via power button, adjusting CPU heatsink screws, updating BIOS—but nothing works. The only clue is the CPU status LEDs on the motherboard, which seem to show a problem according to my guide, though it doesn't specify what. It's strange that after a power cut, the machine restarts without any issues.
Are you sure your ME firmware is installed on the CPU and driver (on Windows) with the latest version? You can verify using the provided link. After extracting the folder, run the GUI version checker.
