Modern BIOS usually causes fans to react a bit late. I’m quite particular about fan curves and noise levels, so I prefer a top-tier Noctua fan. Aim for the highest idle speeds you’re comfortable with, then gradually raise it until around 60°C. After that, increase by about 10°C increments. For instance, my setup starts at 25% at 59°C, jumps to 40% at 60°C, then 60% at 60°C, reaching 75°C with a full boost to max speed, and only under heavy loads like AVX for over ten minutes. On idle, it stays between 30-55°C thanks to Ryzen’s boost features. Another observation is that trying to set the fan to 0 RPM is ineffective; heat keeps rising until forced operation, usually needing higher RPMs and a slower ramp than just running at very low speeds during light use. That’s why I believe the 3950X and 3700X series will heat similarly in idle to light usage because they use only one full chiplet and often run around 1.47V with precision boost.

Generally, during encoding or gaming, the computer remains silent except for my AIO pump, which produces this bothersome whine. I once owned three high-end AIO pumps, each with its own annoying sound.
