It seems to be a hardware issue rather than a software one. Have you attempted to reset the CMOS, and do you still use the BIOS that came with your motherboard or have you upgraded it?

To identify the issue, check which system component is affected and consider if the power supply unit might be defective.

It seems the system is using the BIOS that came with the motherboard. I haven’t attempted a CMOS reset yet, and I’m not sure how to proceed.

Disconnect the power supply, remove the CMOS battery from the PCI-E connectors either by hand or using a flathead screwdriver, wait roughly five minutes, then reinstall it. Be aware this will clear your BIOS configuration.

It's a good place to start it seems like a very complicated problem so you probably won't have a very simple solution on your hands

Consider trying it instead of nothing. Restart the CMOS. See the manual for your board at the link provided. If you upgrade the BIOS, read the instructions thoroughly.
