It's okay. The system will measure both on the slowest RAM example: 1 GB at 1600 MHz and 2 GB at 1800 MHz. It will then stick to the 1600 MHz example—2 GB at 1600 CL 12.
It might function well at 1600Mhz, though variations in CAS latency between modules could mean it switches to 1333Mhz or maintains 1600Mhz while employing the slowest timing stick. Those adjusted values should then be applied consistently across all faster sticks.
You're allowed to adjust the stick sizes as needed. Another PC I own has 10GB of RAM; using an 8GB and a 2GB stick improved performance, though W10 still requires a substantial amount of memory.
