It would make more sense to choose a Ryzen if it's available. The pairing will function adequately—it's not a high-end gaming rig, but it will work. Just avoid spending over $50 on a used 8400; otherwise, you might end up selling the board and buying a cheaper Ryzen or a budget Ryzen 4500/5500 combo.
It's not focused on performance or upgrades... It's about conveying a message. Notice, the board comes from my country (Russia) and is one of the few available second-hand. I'm working on a thesis/dissertation about Russian-made computers and need to build at least an x86 version using locally sourced parts. I can replace any foreign components I can find—power supply and standard cooling are still pending. I have three more years until I can collect at least $1,000 for everything. In the meantime, I've been compiling detailed xlsx files listing all required items.
