You can obtain them through drops when you reach a certain level (Not Competitive Rank). I believe you might find cases in the map used at major ESL or other CS:GO events (if you observe and chat occasionally) and access them without using keys.

I've always thought I wouldn't invest in skins... CSGO has been my favorite game for a few months now. In the short time I have, I've spent some money just for fun! Please keep this in mind. If you're not interested in spending money on skins, don't even try. It can quickly become addictive once you start! My friend is going through the same thing—he told me I was crazy for opening cases, then he did and now he can't refuse anymore—ugh Gaben!

I spent around $30 just for fun and everything seems fine so far, no rush. If you're after a skin priced between $3 and $30, I'd go for it—just don't waste time searching through cases. Your pick is totally fine! Grab a stylish skin for your pistol and gun you use often and you'll impress everyone.
