Checked CPUbenchmarks and noticed the i7 9700K seems to boost performance by about 10% on a single core.

As of February 6, 2019, the numbers for overclocking look like this:
For an I7-9700K with a Vcore between 1.337 and 1.375 and an AVX offset of 2, you have about a 5.2% chance.
A 5.1% chance at 5.0% Vcore, 78% at 4.9%, and a perfect 100% at 5.0%.
