I have asked a million questions about my first pc build on this site and I have finally finished. I do have one final question though, I have successfully booted from a USB drive and started the windows installation process. I noticed though that after each restart it appears as though I am doing the same thing over and over again (same exact prompts, same exact everything pretty much) and I was wondering if this was normal. Thanks for all of your amazing help.

No, it's not happening. The system doesn't reinstall Windows 7 on every startup.

During setup, Windows may restart and attempt to start from the C: disk to finish. If your boot settings still favor the thumb drive, it will repeatedly bring you back to the original installation.

I'm starting Windows for the first time and encountering issues with repeated restarts. It seems the installation keeps looping back to the initial steps. Would it be helpful to adjust the boot order in the BIOS during the next restart to favor your SSD?

It's clear where it is, though it's not always obvious.

Yeah, it looks like you've set up Windows multiple times before.
