Connect one adapter close to the router using an ethernet cable. The second adapter should be placed near the console and plugged in there. Maintain a short distance between the two adapters for optimal speed and minimal delay.

If you connected a router to the port first, then added a powerline adapter, but later mentioned routers aren't permitted—so you should avoid that setup. F

They might let several clients connect to one port, which means powerline should function properly. If it doesn’t and they also block routers, that would be problematic. It seems they likely restrict both WiFi devices and routers, possibly to avoid interference or maintain control over the network.
