I would arrange for the BIOS boot sequence to place USB first, then power on the computer using the USB device and complete the setup. When choosing a storage device for installation, you can format it as desired (such as wiping an HDD). Alternatively, DiskPart could be used for troubleshooting, though it isn't necessary in this case.

Start with a USB drive, adhere to the setup steps, and ensure installation goes to the SSD. After Windows is set up, use DiskPart to reset the HDD.

Essentially similar to what you mentioned, though I’d disconnect all drives except the SSD during setup to prevent Windows from mistakenly placing boot files elsewhere. Once installation is done, connect additional drives and format them.

After finishing the setup and connecting the HDD, open the BIOS settings and confirm the first boot choice is the SSD. When the PC starts up in Windows on the SSD (no conflicts expected), the old HDD should also show up in the explorer. Right-click it and select format. After completion, when installing software, pick the installation location during setup.
