You only need the media creation tool and your storage device. If you open the same page using a browser that doesn’t show as running on Windows, you can also download the ISO. You can get ready and install it even before purchasing a key.

You’re probably going to download the MCT and use your USB stick. No need for flashing in this scenario—just choose bootable drive and put it on the USB. Once installed, you can install Windows without activation. After that, you can purchase a key from Microsoft’s site or buy it in person at a store.
