I've checked various ways to fix the issue with your GTX 970. I've used different drivers, updated BIOS versions, adjusted settings, and even cleaned the PCI connector. Nothing seems to resolve the problem consistently. The board still stays stuck at PCIE 1.1 under load, which is concerning since it worked fine at PCIE 3.0 on my previous setup. The manufacturer mentions that performance impact isn't significant, but I'm worried about losing any speed. I need the 4090 and won't risk further damage. What should I do next?

In the system there must be a feature to adjust connection rates, such as trying 3.0 or 2.0 link speeds.

Already handled it, no changes made. Also wanted to note that I reinstalled the AMD chipset drivers. It seems like this might just be a situation where old components combined with new ones cause issues. Edited November 8, 2022 by rippy4500

The GPU appears to be damaged, possibly a male PCIe component. Have you looked into the NVIDIA control panel?

You're fine with your 970, but I'm not sure if it can really handle 1.1x16. You'll get a new GPU either way, so don't stress too much.

I’ll just have to handle it for a few weeks—once I get the 4090, availability will depend on that.

Look at the small question mark beside PCIe speed—often a slower PCIe speed appears until the card is under stress.

your gtx 970 is showing a problem where it only works at pcie 1.1 instead of the expected 3.0. after installing your new asrock b550 extreme4 mbo, the issue started. i've tried everything else—changing the gpu, testing with a gtx 1060 6gb (which ran fine), reinstalling drivers, reseating the card, adjusting bios pcie settings, and checking power management features. nothing seems to be working. it might not be a faulty card when paired with the new board.

GPUs typically reduce performance to 1.1 when idle or under minimal demand. Begin a task that challenges the GPU and verify the result.

Probably should have mentioned, Ive tried everything and that is not the issue. I have all that power management junk disabled anyways.
