You're using a GTX 970 and aiming to play GTA V at 1080p. You won't run into VRAM problems unless you push the settings too high. Only one game has ever hit your 970 near 3.5GB in 1080, and it was a heavily modded texture pack for Skyrim with maximum settings. GTA V should look fine on PC, but its textures aren't powerful enough to strain your GPU at that resolution. That's the short version.

I'm using SLI970s with the BenQ XL2420G at 144Hz and a Samsung S20D300. The 1080p performance is impressive—really overkill!

3,5GB GDDR5 is relevant mainly for 4K resolution in certain titles, but it usually doesn't affect performance with 3,5GB or higher.

They just rely on it, doesn't mean they require it. I can run Titanfall on maximum settings and still maintain over 60 frames per second.

Despite the reality that highly optimized titles such as Unity don’t reach the 3.5 frame rate at 1080p, it seems unlikely a game like GTA V could achieve that level.
