Performance is comparable to a GTX 770. I managed to run the game at ultra settings in 1080p and achieved significantly higher frame rates than 40 FPS. This was possible with the 4 GB model, though. For the 2 GB version, you might need to reduce textures to high quality.

@ MaximusX the Shadow of Mordor performed well on high settings with my old GTX660. The 4GB VRAM version of the 960 works too, but the newer 970 runs smoothly.

Observe that the game advertises a requirement of 6 GB for ultra textures, but it performed adequately on my end using just 4 GB. It's hard to pinpoint the exact threshold. Always a good idea to test it yourself.
