It's fine overall, but I'm getting low frame rates around 55-200fps. Those benchmarks look solid, yet I see the numbers staying steady at 55-90fps. Could be my CPU is limiting performance or the power supply isn't delivering enough. I have an i5 2320 and a 460w PSU.

The term "average" by its own rules doesn't fit that range... Can you clarify your question? Also, what method are you referring to for these measurements?

Reduce the quality setting. If performance doesn't improve, the issue lies with your CPU. If speed increases, the problem is likely with your graphics card.
