Observed a significant boost in frame rates across most systems after upgrading from the FX6300 @4.5GHz to the Intel 3770 @ stock, and my FireStrike score saw a large improvement. I still rely on the same GTX970.

You're experiencing 60FPS instead of the expected 200FPS due to your monitor's standard 60Hz output. To check if your CPU is the limiting factor, I'd open Task Manager on another screen and examine CPU usage across all eight cores—any core exceeding 80% should stand out.

I notice a variation in quality from 60 to 200 FPS. I know it can't go higher than 60 FPS, but you can still see the impact. Clearly, it remains grainy when I'm moving quickly or changing direction since the frame rate is low.

Avoid enabling the frame limiter on a source game. I saw this issue before while playing HL2 and it caused lag.

The reason the graphics stays in sync with benchmarks is that current games leverage multiple cores. CS GO is an older title that makes good use of 3 or 4 cores, but because the graphics card struggles, you end up with lower frame rates. Compare FPS to newer titles with a friend for a clearer view.

CSGO runs smoothly on just four cores. Intel’s chips perform better on a single core than AMD’s. I own a GTX 760 and consistently hit over 200 fps.
