don't handle the voltage directly. boost the core clock gradually and verify it using a benchmark such as unigine heaven. when the core clock is steady, proceed to raise the memory in the same manner. i'm at the maximum power limit (110% on my system) and I focus more on the power limit than the temperature limit. i haven't noticed my GPU exceeding 61c before. perhaps look up your card on forums or search online for others' results to establish a starting point.
