Also noted, it's version 3770, not 3770K. From what I've observed in both synthetic tests and real games, the 3770 appears to handle the 1070 smoothly, as GPU usage peaks before any CPU threads reach full capacity.

No, those choices aren't available for a non-K CPU with a Dell-specific board. Your RAM runs at 1600MHz, while the CPU operates at its base speed of 3.40GHz plus any boost settings.

It might be that Fallout 4 isn't running smoothly on your system, but I managed to play it without issues on a 3200G. Maybe the CPU isn't the problem? Have you experimented with different settings?

It might be related to the driver issue—consider reverting to a previous graphics driver version and observe the outcome. The problem could also stem from the game itself, but since I haven't played Fallout 4, I'd start with an older driver setup.

Modern mid-range chips now run around 1000MHz faster and have more cores—like the 12400F. I'd estimate your 1080p performance could improve by about 150%.

I own a 1070 and want to utilize the full capacity, not just a portion of it. As AvE said: "What's the point of having the cock and balls of a bull moose if you can't swing them about!"

This problem has persisted since I installed this machine in February 2021. I'm now more determined to address it because I'm playing Fallout more frequently than before—often several times a month instead of just once a month. I've already tested every graphics driver version since then without any improvement.
