Whats your budget? So far we have talked about GPUs that would not be sold new and those are all new CPUs (current and last gen). If you are on budget, and comparing to Titan Z and GTX 1070, RTX 3060 is already huge upgrade. Raytracing is just name for a technology in modern GPUs. You don't lose anything by having it, and all newer GPUs have support for it. Its pretty much same as asking not to get NVENC because you don't need it. DVI is the issue. Since its legacy connector, you won't find it in newer GPUs. In our major retailer, only GTX 1660 Super and one model of RTX 2060 is listed to having it. I would recommend using adapter. Thats what I was using with my previous card while having need for HDMI and DisplayPort. As for the options, there's no crisis etc. Current supply is normal. But its common for retailers only show current and last generation of cards. Which is pretty much what you are seeing there. Used markets, if you have those, are the place to look for older models. Another reason for retailers not to list more models is that area they are selling to is small so rather than have big variety that doesn't sell that well, have few options to pick from that sell nicely.
Using a DVI to HDMI adapter shouldn't affect your video quality, as long as the adapter supports your VGA source. Make sure your screen is set correctly for VGA input.
