Adjusted everything to maximum, keep shadows minimal, and avoid changing advanced options too much as well as turning off grass.

I didn’t really understand what to adjust, so I experimented a bit. It seems the lag might be due to GTA performing better on my 1650 Max Q laptop from NVIDIA.

Review a few key metrics, it seems the game performs well on this setup with 4K grass being the main performance bottleneck.

It seems like you're asking about optimizing your setup for maximum performance. You mentioned being on high settings in 4K with a 1080i resolution, which is quite good. Your graphics card and processor should handle 1080p smoothly without too much hassle.

This game isn't running smoothly on full settings—fan noise becomes intense near 50 FPS, and the overlay fails to launch when I use the hotkey.

The Vega 64 performs roughly 20 frames per second slower than the 1080 Ti.

It might be due to a low FPS caused by the overlay not functioning properly. I'm seeing screen tearing, mostly just a single white line, along with lag. When I adjust my camera position, everything becomes pixelated.
