Do you have any mods installed? I noticed a texture problem in Far Cry 3 that seemed to stem from a file error. I checked the cache and everything looked fine.

The issue lies with your screen resolution. At 1050p, it may appear pixelated or blurry if your monitor isn't calibrated properly.

Looks like a grass and/or reflection issue. Try fidling with the Reflection MSAA and grass settings.
