You're experiencing low frame rates in GTA V despite using a high-end i7-7700K and 1080Ti. The issue might be related to settings or background processes. Try adjusting in-game performance options, closing unnecessary applications, or checking for system updates. If the problem persists, consider updating your graphics drivers or testing on a different machine.

Essentially the same discussion, seems like an issue with the game itself.

What version of Windows are you currently using? Have you checked for driver updates?

Latest Windows update based on your preferences, plus the most recent graphics drivers matching GeForce Experience.

Have you reduced your MSAA? It usually requires a lot of processing power.

Perhaps, though it's been this way for a while now.

All anti-aliasing features were disabled, and I reduced the settings to their minimum, yet the frame rate remained unchanged. VSync was also turned off.

No, I haven't changed the card for the 1080ti recently.

You began to observe the problem when performance started to decline slowly. It wasn’t sudden, but a steady decrease over time.
