I have an i5 6500, a GTX 1060 with 6GB and 8GB RAM. When I play GTA, the game stutters briefly before returning to normal. I usually play at 1440p and 50fps, but today my CPU is running at 99% while only 10% of the system is active. I want to stop the stuttering and make the game use more of the GPU. Also, Discord is open and I'm using Chrome on my phone.

Your CPU should perform better than that at around 70+ fps.
Confirm that the advanced graphics settings are disabled.
Ensure no other applications are running before launching the game.
You may try using different drivers or simply reinstall Windows to eliminate any software problems.

So it seems I'm getting 70fps instead of 50, but my game stills are stuttering and all the advanced options aren't working. Everything looks fine otherwise. I also have the latest drivers installed.

It might have been a random Windows update leading to the issue. If the problem persists even after reinstalling Windows, I have no idea. Did the issue begin recently?

They began after I purchased the game, then I ceased playing for a year, and now everyone in my group is playing online together.

Adding 8GB more RAM brings the total to 16GB and the stuttering will disappear completely. I almost match your PC specifications, and since I upgraded from 8GB to 16GB, I haven’t noticed any stuttering in GTA 5 or most other games I play. With just 8GB of RAM, the stuttering was really bothersome.

Make sure to close Discord while gaming—it will only increase CPU usage. You can also reach over 100 fps in GTA 5 during less demanding sections and when flying. In city areas, expect 65-80 fps, and in crowded online lobbies, 45-65 fps is typical. In solo online lobbies, the FPS will be similar to Story mode. Story mode offers the highest FPS because it doesn’t load extra assets from GTA Online or handle multiple players’ actions.

You don’t need to play on the lowest settings to get high FPS without sacrificing visual quality. Just set them to certain configurations I’ve found effective. If you’re interested, you’ll likely see around 85-105 fps with Ultra settings and 1440p resolution.
