Isn’t 390 roughly comparable to the GTX 970’s performance? I owned a 970 and it struggled with this title—tried all options but couldn’t stabilize it. Also, GTA V consumes a lot of RAM, often exceeding 7 GB. By the way, what resolution are you playing in?
I enjoy using top configurations on my 3GB 780Ti, performing well at 1440p with maximum settings and 60fps without any issues.

For reference, I'm using an i5-4570 with a base clock of 104 MHz, 8GB RAM, and an R9 290 with an OC of 1100/1500. Game settings are set to 1440p (VSR) at high or very high quality, without MSAA or FXAA, grass effects on normal/high settings, and some advanced features enabled (possibly shadows). I'm consistently achieving around 60fps or more, with occasional drops into the low 50s—sometimes hitting the mid-40s when performance spikes. RAM consumption is between 2.8 and 3.5GB. The GPU stays at 95-100% utilization most of the time, while the CPU operates between 60-90%. What settings did you choose? Could you share your GPU and CPU usage along with temperatures during gameplay? One suggestion would be to open Catastrophe Control Center, navigate to the performance section on the left, and adjust the Overdrive power limit to its maximum (+50). Then launch the game and observe any improvements. This will help keep the card running at peak GPU and memory speeds under stress.
Your CPU is performing exceptionally well. It matches the speed of my 4570 and can be upgraded further for even better results. GTA 5 is quite taxing, but your system handles it just fine. Just follow the advice I gave in Catalyst overdrive to keep the GPU clock speeds stable.
