My mobile device lacks a video output port, but the other systems are functioning properly, allowing me to play Forza Motorsport 7 without any problems.
Corrected it; it was a launch parameter meant to cap FPS, but support was removed during the two months I didn’t use the PC. Thanks for the help, everyone.
